There is a name for it i forgot.It looks like a french tickler.It covers all along side your penis head.Tiny little sensitive skins but when your penis is erected it also turns hard.Would this make it more pleasing to the women if you are having sex with her?

it's called foreskin, and yes, when a man has it, for me it makes sex a lot better :)
